Age verification: the landscape, honestly mapped
Every mainstream platform has a minimum age (typically 13 — an artifact of COPPA's US compliance line, not a developmental finding), and every playground knows how it's enforced: a birth-date field that children fill in falsely. Regulator surveys (Ofcom's children's media-use series among them) routinely find large fractions of under-13s with accounts on age-13 platforms. The gap between rule and reality defines this whole topic — and closing it turns out to be one of the internet's genuinely hard problems, because proving your age online means proving something about your identity to someone, and every method for that carries its own costs.
The methods on the table
- Self-declaration — the status quo: free, frictionless, and false. Its persistence isn't laziness so much as the fact that every stronger method pays one of the prices below.
- Document ID checks — strong assurance, heavy costs: many children (and adults) lack ID, and the method builds databases linking identity documents to accounts — a privacy liability this library's own doctrine would refuse to hold.
- Facial age estimation — a camera guesses an age band; no identity document involved, which is its genuine privacy advantage. Costs: error margins precisely at the boundary ages that matter, biometric-processing sensitivities, and demographic accuracy variation.
- Inference — platforms estimating age from behavior. Zero friction, but it means more behavioral profiling of children, deployed in the name of protecting them — a trade worth naming out loud.
- Parent/guardian vouching and device-level signals — pushing the question to app stores, operating systems, or parents; redistributes rather than solves it, though device-level approaches may yet carry real weight because they verify once rather than per-service.
The stable insight: assurance, privacy, and access form a triangle — every method strengthens one corner at a cost to another, which is why "just verify ages" has remained a slogan rather than a solution.
The regulatory wave (and the Australian experiment)
The self-declaration era is closing. The UK's Online Safety Act and the Children's Code push "age assurance" proportionate to risk; the EU is moving similarly. Australia has gone furthest: the Online Safety Amendment (Social Media Minimum Age) Act — passed in late 2024, with platform obligations from late 2025 — requires major social platforms to take reasonable steps to prevent under-16s holding accounts, making Australia the world's live experiment in mandated age-gating. Whatever one's view (child-development experts genuinely split on it — displacement of teen social life vs protection from documented harms), Australian schools and families are now where the world watches: expect verification friction, expect workarounds, and expect the data on whether it works to arrive over the next few years. This library will update as it does.
What the evidence doesn't say
- It doesn't show verification mandates reducing harm yet — the Australian experiment is the test, and honest observers hold their conclusions.
- It doesn't make 13 (or 16) developmentally meaningful — the thresholds are legal artifacts; readiness varies by child (the talking-points page matters at every threshold).
- It doesn't let workarounds settle the argument — VPNs and false declarations will exist; the policy question is friction, defaults and norms, not perfect walls.
For schools and parents
- Teach the rule as real, not as magic: the minimum age exists, breaking it puts a child on a platform designed (and now legally calibrated) for older users — and a falsely-aged account mis-ages every protection the platform applies.
- Expect verification friction to normalize — children will increasingly meet legitimate age checks; distinguishing them from phishing for documents becomes a new literacy item: real checks happen inside the platform, never via a link in a message.
- Use the threshold as the conversation trigger — whatever the number, the account-opening moment is when the open channel gets built or missed.
How Wiz Kids applies this
Mostly by refusing the problem: Wiz Kids holds no birth dates and no identities — school classes are constituted by teachers, who actually know their students' ages, which is the one age-assurance method with no error rate. The curriculum's contribution is the literacy: simulated sign-up flows where age gates appear and the false-birthday shortcut is played out to its consequences, so the rule children will certainly meet arrives with its reasoning attached.
