The home access gap: what it is, what it does, what schools can do
"Do your students have computers at home?" is three questions wearing one coat, and the research answers them separately:
Layer 1 — devices: ownership gaps by income persist even in rich countries, and adequacy gaps more so — the phone-only household, the one laptop shared among three children and a parent's shift-work admin. Device presence surveys systematically flatter the reality of device availability at homework time.
Layer 2 — connectivity: broadband quality and data caps sort by income and geography (rural Australia knows this well); "has internet" spans everything from fibre to a capped hotspot.
Layer 3 — the second-level divide: the one hardware programs miss. Research following device rollouts (and the broader "digital divide" literature since van Dijk and Hargittai named the layers) finds that after access equalizes, use still stratifies: skills, adult support, and use-purpose (creation and learning vs consumption-only) continue to track family resources. Hardware is necessary and insufficient — which is the digital-native myth's equity face: exposure without instruction reproduces the gradient it was supposed to erase.
What the gap does
The measured consequences run through three channels: the homework channel (requirements grading households), the practice channel — the provisioned child accumulates thousands of low-stakes hours the unprovisioned child never gets, which is most of what "talent" looks like by year 6 (the beginner's real story) — and the confidence channel: children read their relative fluency as ability and build identity on it, compounding the skill gap with a motivational one.
What actually compresses it
The honest list is school-side, because that's the side schools control:
- Explicit instruction in class — the single strongest response: taught skills don't depend on home hours, and structured practice compounds fast from any starting point. A real digital-skills curriculum is the equity intervention.
- School-supplied practice time — lunchtime labs, rotation touches: supply at school what homes supply unevenly.
- Say the turns-not-talent truth out loud — it defuses the confidence channel and happens to be what the evidence says.
- Device programs with the second-level lesson learned: rollouts that fund support, skills and use-quality outperform hardware-only drops (the 1:1 literature's consistent moderator).
- Measure by performance, not report — self-described access and skill both mislead; placement probes find the gap's actual shape in your actual class.
What the evidence doesn't say
- It doesn't make the gap destiny — the compression levers work; the gradient persists where nobody pulls them.
- It doesn't romanticize scarcity — "kids without devices develop other strengths" is a comfort narrative the outcome data doesn't support.
- It doesn't end at school gates — school-side moves compress but can't erase what hours-at-home accumulate; honesty about that keeps expectations calibrated and the case for school provision strong.
